Limited Election Observation Mission press conference, Ulaanbaatar, 8 July 2017

Following an invitation by the authorities of Mongolia to observe the upcoming presidential election, based on the findings and conclusions of the OSCE/ODIHR Needs Assessment Mission, and in accordance with its mandate, the OSCE/ODIHR has deployed a Limited Election Observation Mission (LEOM) for this election.

Long-term Observation

The OSCE/ODIHR LEOM, headed by Ambassador Geert-Hinrich Ahrens, consists of 12 international experts based in Ulaanbaatar. In addition, 20 long-term observers will be deployed throughout the country from 30 May.

The mission will assess the election for compliance with OSCE commitments and other international obligations and standards for democratic elections as well as national legislation. Observers will follow campaign activities, the work of the election administration and relevant state bodies, the implementation of the legislative framework, the media environment and the resolution of election disputes. The mission will also conduct comprehensive monitoring of the media.

Election Day

In line with the OSCE/ODIHR methodology, the OSCE/ODIHR LEOM will not carry out systematic or comprehensive observation of voting, counting and tabulation on election day. Mission members will, however, visit a small number of polling stations on election day.

The day after the election, ODIHR, together with its parliamentary partners, will issue a statement of preliminary findings and conclusions at a press conference. A final report on the observation of the entire electoral process will be issued approximately two months after the completion of the electoral process.

Co-operation with Other Partners

The OSCE Parliamentary Assembly and the European Parliament are planning to deploy observer delegations for this election.

Previous Elections

The OSCE/ODIHR has observed two elections in Mongolia, most recently the 2016 parliamentary elections.
