Election assessment mission
Parliamentary Elections, 3 and 4 October 2025
Following an invitation from the Government of the Czech Republic, based on the findings and conclusions of the Needs Assessment Mission, undertaken from 27 to 30 May 2025, and in accordance with its mandate, ODIHR has deployed an Election Assessment Mission (EAM).
The ODIHR EAM, headed by Corien Jonker, began its work in the Czech Republic on 17 September. It includes five international staff, drawn from five OSCE participating States.
The mission will assess whether the elections are in line with OSCE commitments and other international obligations and standards for democratic elections, as well as with national legislation. Observers will, in particular, look into issues related to the amended legal framework, the conduct of electoral operations, including postal voting, as well as the conduct of the campaign, including online, its oversight, media coverage, and regulatory framework, as well as the participation of underrepresented groups.
In line with ODIHR methodology, the ODIHR EAM will not carry out systematic or comprehensive observation of the voting, counting, and tabulation on election day. However, mission members will visit a small number of polling stations on election day.
A final report on the observation, including potential recommendations, will be issued some months after the end of the election process.
