Legislative support
Laws affect our daily lives, shaping our societies, rights, freedoms and obligations. ODIHR supports OSCE countries to ensure their legislative processes and laws uphold human rights, democratic principles and the rule of law.
Our work
Good laws should be fair, clear, easy to understand and applied equally. They should protect rights, reflect diversity, avoid discrimination and work in practice.
At the request of OSCE participating States, we review draft or existing laws to ensure alignment with international standards and OSCE human dimension commitments. ODIHR also looks at how laws are made and applied: from the initial concept, through the drafting process, to how they work in practice. Our legal reviews and lawmaking assessments flag issues, share examples of what works elsewhere and suggest steps for improvement.
ODIHR also develops legislative guidelines – often with the Venice Commission – that offer comprehensive advice to lawmakers on how to legislate on matters such as fundamental freedoms, political parties and elections.

If you previously accessed these resources through Legislationline.org, you can now find them here while we prepare LegOnline, its successor. Legislationline.org is no longer active, but ODIHR’s legal opinions and comments remain fully accessible through the collection linked above.
Established in 2002, Legislationline was ODIHR’s free online legislative database, providing access to national laws from the 57 OSCE participating States on human dimension issues, international standards, and ODIHR’s legal reviews, assessments and guidelines. It served law drafters, legal professionals, public authorities and civil society, supporting efforts to bring legislation into line with OSCE commitments and other international human rights standards.
Launching in the coming months, LegOnline will build on this work and bring together all legal opinions and comments prepared by ODIHR in a platform designed to make these resources easier to find, use and navigate.

Legislative guidelines
ODIHR develops legislative guidelines – often with the Venice Commission, including on fundamental freedoms, political parties and elections, which offer comprehensive advice to lawmakers on how to legislate on these matters.
Group of experts on political parties
The Core Group on Political Parties has been serving as an advisory and consultative body to ODIHR since its establishment in 2011, as part of ODIHR’s ongoing efforts to support OSCE participating States in developing and maintaining political party regulations and practices that align with OSCE human dimension commitments and relevant international and regional standards.
It provides advice, guidance and recommendations to ODIHR, and through ODIHR to countries across the OSCE.
In this way, ODIHR helps ensure that legislation on political parties aligns with international human rights standards throughout the region.
