Following an invitation from the Central Election Commission of the Republic of Uzbekistan and in accordance with its mandate, ODIHR has deployed an Election Observation Mission (EOM) to the 24 October 2021 presidential election. 

Long-term Observation

The ODIHR EOM, headed by Eoghan Murphy (Ireland), consists of 11 international experts based in Tashkent. In addition, 28 long-term observers will be deployed throughout the country from 24 September.

The mission will assess the election for its compliance with OSCE commitments and other international obligations and standards, as well as with national legislation.

Observers will closely examine fundamental components of the elections, such as: 

  • implementation of the amended legal framework
  • voter registration  
  • candidate registration 
  • campaign activities and financing 
  • media coverage of the campaign
  • the work of the election administration and relevant government bodies 
  • the resolution of election-related disputes 

The ODIHR EOM will also conduct qualitative and quantitative monitoring of media coverage of the election campaign.  

Election day

ODIHR has requested 250 short-term observers to be deployed immediately prior to the 24 October election. The short-term observers will be deployed throughout the country in multinational teams of two to monitor the opening of polling stations, the voting, the counting of ballots, and the tabulation of results.

The day after the elections, ODIHR, together with its parliamentary partners, will issue a statement of preliminary findings and conclusions at a press conference. A final report on the observation of the entire electoral process will be issued approximately eight weeks after the end of the observation mission.

ODIHR has previously observed eight elections in the country, most recently the 2019 parliamentary elections.
