Election observation mission
Early Parliamentary Elections, 30 September 2007
Following an invitation from Ukraine's Foreign Ministry, ODIHR deployed an election observation mission on 10 August to observe early parliamentary elections on 30 September.
Headed by Ambassador Audrey Glover of the United Kingdom, the mission included 67 experts and long-term observers from 23 OSCE participating States, who were based in Kyiv and 21 regional centres. On election day, the mission deployed 803 observers from 47 OSCE participating States.
According to the mission's final report: "the elections were conducted mostly in line with OSCE and Council of Europe commitments and other international standards for democratic elections, and confirmed an open and competitive environment for the conduct of elections. However, the [mission] also noted some areas of concern, including some recent amendments to the election law, the inadequate quality of voter lists (VLs), and possible disenfranchisement of voters who crossed the state border after 1 August 2007."
For election-day observation, the mission joined efforts with observer delegations from the OSCE Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe, the European Parliament, and the NATO Parliamentary Assembly.
Previous elections
The ODIHR has observed a number of elections in Ukraine, including the 1999 presidential election, the 2002 parliamentary elections, the 2004 presidential election and the 2006 parliamentary elections.
