CHISINAU, 25 April 2003 - The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has established an Election Observation Mission in the Republic of Moldova to monitor the local elections scheduled for 25 May.
Ambassador Michael G. Wygant from the United States is heading the Mission, which consists of 16 election experts and long-term observers from 12 OSCE participating States. In addition to a head office in the country's capital, Chisinau, mission members will also be based in major regional centres.
The mission will assess the electoral process in terms of its compliance with international standards for democratic elections agreed to by all OSCE participating States, as well as with national legislation. The mission will focus on the election campaign and media, pre-election preparations of electoral bodies and local authorities, the participation of national minorities, and election-related disputes resolution processes. It will also deploy short-term observers to monitor the polling process on election day.
The ODIHR will issue a statement of preliminary findings and conclusions on the day after the elections and a final report a month after the completion of the election process.
The ODIHR Election Observation Mission will work independently from the OSCE Mission to Moldova.
