OSCE/ODIHR to observe parliamentary elections in Albania

TIRANA, 22 May 2001 (OSCE) - The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) has established an election observation mission in Albania to monitor the upcoming parliamentary elections scheduled for 24 June.
In the following weeks, more than 20 election experts and observers will be deployed in Tirana and the regions to assess compliance of the election process with OSCE commitments. The observation will not interfere with the election process and will focus on the implementation of the legal framework for the elections. Performance of election commissions, campaign activities and their coverage in the media, electoral zone boundaries, accuracy of voter lists, transparency of candidate nominations and allocation of parliamentary seats will be under particular scrutiny.
Shortly before election day, more than 150 additional observers from OSCE participating States, including members of the Council of Europe and OSCE Parliamentary Assemblies, will be deployed throughout the country to monitor voting, counting of ballots, delivery of polling station results, and vote tabulation at all levels.
On the day after the election, the observation mission will issue its preliminary findings and conclusions. The mission will observe second round elections as necessary. The OSCE/ODIHR will issue a comprehensive final report about a month after the completion of the election process.
The OSCE/ODIHR election observation mission and the OSCE Presence to Albania will operate separately under their specific mandates.
