The workshop and accompanying training, offered in co-operation with the OSCE Office in Tajikistan, were part of a new ODIHR project to help build further the capacity of the Ministry of Internal Affairs Academy of Tajikistan to provide training on protecting human rights in the context of countering terrorism.
Carried out in the context of ongoing police reform in the country, the project provided support to a working group of local law-enforcement trainers from the Academy and the State Committee on National Security in the development and implementation of a targeted training module. The module was later integrated into the Academy’s curriculum.
The objective of the training was to provide the working group with a deeper understanding of the international human rights framework and of effective methods for the development and delivery of a related training curriculum.
The project formed a key element of ODIHR support to participating States in creating sustainable training programmes on human rights and anti-terrorism in police academies, judicial institutions and other relevant settings. It built on the ODIHR training module on “Countering Terrorism, Protecting Human Rights”, which has been utilized in more than a dozen locations throughout the OSCE region since 2005.
