About

National parliaments are at the heart of democratic governance – shaping laws, overseeing government, and representing citizens. As such, they are uniquely positioned to advance gender equality in politics. To support this role, ODIHR is organising a workshop for the Chamber of Deputies of Luxembourg focused on how parliaments can become more gender-sensitive and inclusive institutions.

The concept of a gender-sensitive parliament builds on international standards and best practices, calling on parliaments to promote gender balance in representation, ensure gender-responsive lawmaking, and apply gender equality principles in their internal functioning.

Drawing on ODIHR's intensive experience, the workshop will:

  • Raise awareness of the global gender-sensitive parliament's agenda;
  • Present international standards and good practices;
  • Contribute to the ongoing gender audit of the Chamber of Deputies;
  • Offer a space for exchange with peers, including representatives of the Swedish Riksdag’s Working Group on Gender Equality.

Background

Parliaments are key drivers of equality and democratic progress. They are not only responsible for adopting gender-sensitive legislation and budgets, but also for embodying equality in their own structures, culture and practices. By becoming gender-sensitive institutions, parliaments strengthen their legitimacy, transparency and effectiveness, and ensure that the needs and perspectives of all citizens are equally represented.
