The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is organizing an expert consultation on how to address current and emerging human rights challenges in counter-terrorism and the need for independent oversight.
Objectives

Review key human rights challenges in counter-terrorism law, policy and practice across the OSCE region

Examine gaps, challenges and good practices in external oversight of the security sector

Assess the role of civil society in promoting accountability and transparency
The consultation will be interactive, held under Chatham House rules, and conducted in English. Its findings will inform ODIHR’s future work and help identify areas where further policy or practical guidance is needed.
Participants
Around 10 experts from civil society, academia, think tanks, international organizations and other relevant sectors will take part. Gender balance will be a priority. Participation also gives access to the 2025 Warsaw Human Dimension Conference and its side events.

Background
ODIHR is mandated under the Bucharest Plan of Action to support OSCE states in ensuring that counter-terrorism efforts comply with international human rights standards and OSCE commitments.
