About
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the OSCE Mission in Kosovo (OMiK) are organizing a training course for law enforcement authorities on protecting human rights while countering terrorism effectively. The workshops will take place on 29 and 30 May 2024 in Pristina.
The training will be delivered by ODIHR human rights experts and a counter-terrorism policing expert from Northern Ireland.
Topics and sessions
ODIHR's standard training on the protection of human rights in counter-terrorism focuses on the link between human rights and the operational effectiveness of policing. Participants will learn about human rights standards, the risks of human rights violations in the context of counter-terrorism, the impact of human rights violations on both suspects and law enforcement officials, and interview techniques that build trust and respect, among other topics. Concrete examples and case studies from law enforcement officers' practical experience in countering terrorism are the basis for the interactive training methodology.
The training will be held in English and local languages, as required, with simultaneous interpretation.
Participants
The target group of the training are mid- to senior-level officers from the local and specialized police departments as well as other authorities with a mandate to prevent and counter terrorism.

Background and further information
Capacity-building on human rights and counter-terrorism issues for law enforcement officials is part of ODIHR’s comprehensive mandate to provide technical assistance and advice to OSCE participating States on the implementation of counter-terrorism measures in line with international human rights obligations and commitments.
