About
The workshop will serve to examine effective practices, key policies and pedagogical approaches that policymakers, teacher trainers and educators can adopt and promote to ensure that education systems build young people’s resilience to anti-Semitic bias and all forms of prejudice. Specific sessions will look at how to recognize and address anti-Semitism, the importance of educating about the Holocaust and the Roma and Sinti genocide, and ODIHR and UNESCO’s specific resources for policymakers and educators. Participants will discuss concrete examples of educational policies, strategies and initiatives to address anti-Semitism and manifestations of intolerance and discrimination. They will also have the opportunity to discuss follow-up actions at central and local levels.
Participants
The event is designed for key education policymakers and other relevant stakeholders at the national and local levels in Romania, including:
- education officials at the central and local levels, including school inspectors;
- officials and staff of non-educational institutions who have a role in implementing the educational component of the Strategy;
- representatives of teacher-training departments within universities; and
- other relevant stakeholders.

Background
In 2021, the Romanian Government adopted its first “National Strategy for the prevention and combating of anti-Semitism, xenophobia, radicalization and hate speech for 2021-2023” (the Strategy), along with a plan of action. The workshop will present ODIHR and UNESCO’s resources and support to enable participants to learn from international expertise as well as from one another, and to plan for further concrete actions to address anti-Semitism and other forms of intolerance in and through education. The event is a first step in a larger framework of co-operation with education authorities in Romania as part of a project implemented by UNESCO, in partnership with ODIHR, on addressing anti-Semitism through education in Europe.
The event builds on a series of similar regional and international events organized within ODIHR’s “Words into Action to Address Intolerance” (WIA) project and as part of UNESCO’s programme on Global Citizenship Education.
