About

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the OSCE Project Co-ordinator in Uzbekistan (PCUz) are organizing training for Uzbekistani police officers on protecting human rights while countering terrorism effectively. The two training workshops will take place on 12–13 May and 16–17 May in Andijan and Termez, respectively.

The workshops will involve national trainers who participated in a train-the-trainer workshop on human rights protection in counter-terrorism operations organized by ODIHR and PCUz in 2021.

Topics and sessions

ODIHR’s foundational training on protecting human rights while countering terrorism effectively focuses on the link between human rights and the operational effectiveness of policing. Among other topics, participants will learn about human rights standards, risks originating from human rights violations in the counter-terrorism context, the impact of human rights violations on both suspects and law-enforcement officers, as well as interviewing techniques that create trust and respect. The interactive training methodology builds on concrete examples and case studies originating from the practical experiences of counter-terrorism law enforcement officers.

The languages of the training will be Uzbek and English, with simultaneous translation. Covid-related sanitary precautions will be implemented at the training venues as required.

Participants

The target audience of the training courses are mid- to senior-level officers from the local branches of the Ministry of Interior police, the State Security Service and the General Prosecutor's Office, as well as other relevant authorities who work in counter-terrorism related areas.

Participation is by invitation only.

Background and further information

ODIHR has been tasked by OSCE participating States to offer technical assistance and advice on the implementation of anti-terrorism policies in line with international human rights obligations and commitments. With its Human Rights and Anti-Terrorism Programme, ODIHR provides a comprehensive range of activities in this regard, including in capacity building on human rights and counter-terrorism issues for law enforcement officers.
