On 25 February 2021, ODIHR is organising a half-day online workshop for field operations around the OSCE region. This is meant to assist participating States in upholding their commitments on the prevention and eradication of torture and other cruel, inhuman or degrading treatment or punishment.
Field operation staff working on human rights and the rule of law are invited to this workshop to better understand how these commitments can contribute to the elimination of incentives for torture in the OSCE region.
This webinar will provide a platform for field operations to exchange information on their current activities in the torture prevention field. It will also allow space for a discussion on future activities that they could undertake, together with ODIHR and civil society organisations, to promote help states implement their commitments.
Background
On 4 December 2020, the OSCE Ministerial Council adopted Decision No. 7/20 on the prevention and eradication of torture and other cruel, inhuman or degrading treatment or punishment. In this new decision, participating States reiterated the absolute prohibition of torture and made new commitments in areas such as:
- torture prevention in situations of armed conflicts
- prohibiting enforced disappearances
- abstaining from coercive interrogation techniques
- ensuring accountability for such acts or the restriction of trade in torture tools
