Following an invitation from the authorities of Slovenia, based on the findings and conclusions of the Needs Assessment Mission, undertaken from 17 to 21 November 2025, and in accordance with its mandate, ODIHR has deployed an Election Assessment Mission (EAM).

The ODIHR EAM, headed by Helga STEVENS, began its work in Slovenia on 4 March. It includes four international staff, drawn from four OSCE participating States.

The mission will assess whether the elections are in line with OSCE commitments and other international obligations and standards for democratic elections, as well as with national legislation. Observers will, in particular, look into issues related to the implementation of the legislation, the conduct of the campaign, including online, the transparency and oversight of campaign finance, the media environment and its regulatory framework, the preparedness of state institutions to potential hybrid threats, and the participation of underrepresented groups.

In line with ODIHR methodology, the ODIHR EAM will not carry out systematic or comprehensive observation of the voting, counting, and tabulation on election day. However, mission members will visit a small number of polling stations on election day.

A final report on the observation, including potential recommendations, will be issued some months after the end of the election process.

ODIHR has previously assessed five elections in the country, most recently the 2022 parliamentary elections.
