Expert Roundtable on Regulation of Operations of Internationally Affiliated NGOs and NGO Access to Foreign Funding

Various legal regimes affect the operation of internationally affiliated NGOs and NGONGO
non-governmental organization access to foreign funding in the OSCE region. These range from non-regulation to imposition of significant restrictions. In recent years, some participating States have introduced new or modified existing legislative and regulatory approaches in relation to access of non-governmental organizations and individuals to foreign sources of funding. Proponents of such regimes and regulatory frameworks have argued that similar regimes have successfully withstood the test of time in other participating States and can be therefore seen as models of best practices in this field. 

OSCE/ODIHR is hosting an expert roundtable to discuss existing legislative approaches and practices affecting the work and funding of NGOs in a number of OSCE participating States. The event will feature a panel of experts, including an international legal expert specialized in NGO law, policymakers, and civil society representatives from a number of OSCE participating States. It will provide a forum for constructive debate and open discussion and for the formulation of recommendations on strengthening the implementation of human dimension commitments in this area.  

The event will be open to all participants who are registered for the Supplementary Human Dimension Meeting on the Rule of Law in the Promotion and Protection of Human Rights, taking place on 11 and 12 July 2013.
