About the event

ODIHR is convening an expert consultation to examine experiences with judicial vetting and other extraordinary judicial reform measures in the OSCE region. The meeting will explore the systemic challenges facing judiciaries, lessons from reform processes and ways to sustain improvements over time.

A central focus will be how to move from extraordinary measures to effective, permanent systems of judicial accountability while safeguarding judicial independence. Drawing on national experiences, experts will consider how to assess the effectiveness of reforms, identify which accountability mechanisms have endured and understand what supports or threatens their long-term stability.

The discussion will also examine how extraordinary reform processes can be brought to a close, how useful accountability tools can be incorporated into ordinary institutional frameworks and what safeguards can protect reforms when political priorities change.

The consultation follows ODIHR’s meeting of 12 December 2023 on addressing systemic challenges in judiciaries. Lessons from the discussion will help inform recommendations to OSCE participating States on establishing lasting judicial accountability mechanisms consistent with the rule of law.
