About the event

ODIHR is organizing a two-day training for staff of the Human Rights Defender of the Republic of Armenia to strengthen their skills in monitoring public assemblies.

The training is based on ODIHR's assembly monitoring methodology, which has been used to observe more than 145 public assemblies in 36 OSCE participating States since 2011. Participants will learn how to monitor assemblies independently, assess compliance with international human rights standards and apply monitoring principles in practice.

Through interactive sessions, practical exercises and case studies, the course will cover:

  • international standards on the right to freedom of peaceful assembly;
  • human rights-compliant policing;
  • planning and conducting assembly monitoring missions;
  • security and risk assessment;
  • observation, reporting and advocacy.

The training concludes with a practical monitoring exercise and the presentation of certificates to participants.

Why this matters

Freedom of peaceful assembly is a fundamental human right and a key OSCE commitment. Independent monitoring helps ensure that assemblies are facilitated and policed in line with human rights standards. It also provides reliable, impartial information that can strengthen accountability, improve policing practices and protect the rights of both participants and the wider public.

Building the capacity of national human rights institutions to monitor assemblies strengthens domestic oversight and supports the protection of fundamental freedoms.

Our role

ODIHR supports OSCE participating States in implementing their commitments on freedom of peaceful assembly through monitoring, expert assistance and capacity-building. Alongside observing assemblies across the OSCE region, ODIHR works with national human rights institutions and civil society to strengthen independent assembly monitoring and promote co-operation among monitoring organizations.

This training is part of ODIHR's ongoing support to the Human Rights Defender of the Republic of Armenia and builds on ODIHR's long-standing assembly monitoring methodology and expertise.
