About the event
Human rights defenders across Europe operate in increasingly complex and challenging environments. Strengthening their ability to anticipate and manage risks is essential to sustaining their work and well-being.
On 25–26 March 2026, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) will host a training in Warsaw on risk management for human rights defenders, as part of the Recharging Advocacy for Rights in Europe (RARE) programme.
RARE is a two-year capacity- and alliance-building initiative bringing together 25 human rights defenders and civic space advocates from across Europe. It is co-organized by the Hertie School, the Hungarian Helsinki Committee, the Netherlands Helsinki Committee, the Helsinki Foundation for Human Rights in Poland, and Oxfam Novib.
Since 2024, participants have taken part in a series of training “camps” focused on strengthening skills, knowledge and cooperation. The Warsaw training marks the seventh camp in this programme.
What the training will cover
The training will equip participants with practical tools and strategies to better identify, assess and manage risks in their work.
Participants will:
- explore the full risk management cycle, from assessment to response
- examine common safety and security challenges faced by civil society organizations
- identify operational vulnerabilities in their work
- develop risk management and crisis response plans tailored to their organizations
- reflect on personal and collective well-being in demanding environments
The training takes a holistic approach to security, combining organisational practices with individual resilience and care.
Who is participating
The participation is by invitation only. The event is part of the RARE programme and brings together a group of human rights defenders and civic space advocates from across Europe who are participating in the initiative.
