About
The OSCE Office for Democratic Institutions and Human Rights (ODIHR), in co-operation with the Strategic Police Matters Unit (SPMU) of the OSCE Secretariat’s Transnational Threats Department, is organizing an online expert consultation workshop on the draft Guidelines on Fostering Trust and Understanding between Roma and Sinti Communities and the Police.
Across the OSCE region, Roma and Sinti communities continue to face a range of security challenges, often rooted in long-standing structural discrimination and a history of both excessive and insufficient policing. Strengthening trust and constructive engagement between police and Roma and Sinti communities remains essential to promoting safety, security, and human rights-compliant policing.
What the workshop will cover
The consultation workshop will bring together representatives of law enforcement, civil society, academia, and international organizations from across the OSCE region. Through plenary and breakout group discussions, participants will provide targeted feedback on the draft text, share relevant practices and experiences, and identify ways to further strengthen the document’s relevance, clarity, and operational value.
Input gathered during the workshop will inform the revision and finalization of the Guidelines, which will be published and disseminated to policymakers and practitioners throughout the OSCE area.
Background
In line with the OSCE Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area and subsequent Ministerial Council Decisions, ODIHR and SPMU are developing practical Guidelines to support participating States in enhancing police-community relations. The draft Guidelines aim to provide concrete strategies, tools, and examples to assist ministries of interior, police leadership, and frontline officers in fostering trust, improving accountability, and strengthening partnerships with Roma and Sinti communities.
