About

ODIHR is bringing together representatives of relevant national stakeholders and international experts to discuss the good practices in development of a Code of Conduct for persons entrusted with executive functions. The workshop will provide a platform for practical exchanges on approaches to establishing clear and workable integrity standards for the executive branch.

Discussions will focus on the scope and content of a Code of Conduct, including rules on conflicts of interest, gifts and benefits, use of public resources and post-mandate obligations. Participants will also examine mechanisms for monitoring compliance and advisory support, drawing on comparative experiences from across the OSCE region. The workshop aims to support national stakeholders in refining the draft framework and identifying practical steps for its implementation. 

Why this matters

Strong integrity standards for members of the executive are essential to maintaining public trust in democratic institutions. Clear rules on ethical conduct, conflicts of interest and accountability help prevent misuse of public office and support transparent and responsible decision-making. As Moldova continues efforts to strengthen public integrity and align with international standards, the development of a comprehensive Code of Conduct for executive officials is a key step in reinforcing institutional credibility and public confidence.

Our role

ODIHR supports OSCE participating States in strengthening integrity, accountability and democratic governance through legislative reviews, expert dialogue and capacity-building. The workshop in Chişinău forms part of ODIHR’s ongoing assistance to Moldova in developing integrity frameworks and practical tools to support ethical conduct in public office and is implemented a part of the Stronger Democratic Institutions in Eastern Partnership Countries project, which is supported and financed by the European Union, with additional support from France, Italy, Norway, and Switzerland.
