Project description

ODIHR supports OSCE participating States in implementing their human dimension commitments, including through human rights monitoring and capacity-building across nine thematic portfolios.

As part of this work, the Human Rights Monitoring Fund collects thematic and country-specific information on the human rights situation across the OSCE region. The findings inform targeted, gender-sensitive recommendations to participating States based on OSCE commitments and international human rights standards.

Following the Russian Federation's invasion of Ukraine in February 2022, ODIHR launched the Ukraine Monitoring Initiative (UMI) under the Human Rights Monitoring Fund. Since then, UMI has monitored and documented reported violations of international human rights law and international humanitarian law, with a particular focus on civilians and prisoners of war.
