Election expert team
Presidential Election, 24 January 2021
Following an invitation to observe the presidential election in Portugal scheduled for 24 January 2021, and in accordance with its mandate, ODIHR has deployed an Election Expert Team (EET) for this election. The mission consists of a core team of three experts based in Lisbon.
The mission will assess whether the election is held in line with OSCE commitments and other international obligations and standards for democratic elections, as well as with national legislation.
Observers will closely follow components of the elections identified as meriting attention during an ODIHR Needs Assessment Mission, specifically:
- election administration and voter registration
- campaign finance and its regulation
- media coverage of the campaign and related regulations
The mission will visit a limited number of polling stations on election day and systematic observation of voting, counting or tabulation of results on election day is not envisaged.
A final report on the observation, including potential recommendations, will be published approximately two months after the end of the election process.

ODIHR previously deployed one observation activity in Portugal, to the 2009 parliamentary elections.
