OSCE/ODIHR sends observers to monitor parliamentary elections in Montenegro

PODGORICA, 28 MARCH 2001 - The OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) has deployed an Election Observation Mission to monitor the 22 April parliamentary elections in Montenegro (Federal Republic of Yugoslavia).
The Election Observation Mission, headed by Nikolai Vulchanov, has established its headquarters in Podgorica with a core team of six election experts. In addition, ten long-term observers will be deployed throughout Montenegro today.
The Election Observation Mission will operate separately and independently from the OSCE/ODIHR Office in Montenegro. It will assess compliance of the election process with the commitments outlined in the OSCE Copenhagen Document of 1990, as well as with relevant Montenegrin legislation. In addition, observers will closely monitor the election campaign, including the balance of coverage across a range of diverse media outlets.
Some 150 international short-term observers will be deployed shortly before polling day. They will observe election day procedures including voting, counting of ballots, hand-over of polling station results, and vote tabulation at all levels.
On the day after the election, the Election Observation Mission will issue a statement of preliminary findings and conclusions. A comprehensive final report will be issued by the ODIHR approximately one month after the completion of the electoral process.
