Moldova: Urgent Interim Opinion on the Draft Law of the Republic of Moldova on the Code of Conduct for Persons Holding Public Office and the Staff of Their Offices in Moldova
On 19 February 2026, the Deputy Secretary General of the Government of the Republic of Moldova sent to the OSCE Office for Democratic Institutions and Human Rights (hereinafter “ODIHR”) an urgent request for a legal review of the Draft Law on the Code of Conduct for Persons Holding Public Office and for the Staff of Their Offices.
This Urgent Interim Opinion was prepared in response to the above request. ODIHR conducted this assessment within its mandate to assist the OSCE participating States in the implementation of their OSCE human dimension commitments.
