Ukraine: Opinion on the Rules of Professional Ethics for Judges of the Constitutional Court of Ukraine

On 1 August 2025, the Constitutional Court of Ukraine sent to the OSCE Office for Democratic Institutions and Human Rights (hereinafter “ODIHR”) a request for a legal review of the Rules of Professional Ethics of Judges of the Constitutional Court of Ukraine (hereinafter “the Rules”).

This Opinion was prepared in response to the above request. ODIHR conducted this assessment within its mandate to assist the OSCE participating States in the implementation of their OSCE commitments.
