Ukraine: Comparative Note on the Applicable Standards and Regulation of Recusals and Self-Recusals of Judges

On 1 August 2025, the Constitutional Court of Ukraine sent to the OSCE Office for Democratic Institutions and Human Rights (hereinafter “ODIHR”) a request for a comparative legal review on the topic of recusals and self-recusals of judges, including Constitutional Court judges.

This Note was prepared in response to the above request. ODIHR conducted this assessment within its mandate to assist the OSCE participating States in the implementation of their OSCE human dimension commitments.
