About

Delivered by ODIHR human rights experts and a counter-terrorism specialist from Northern Ireland, this advanced training uses a realistic investigation scenario to help law enforcement protect human rights in counter-terrorism work.

It will cover topics such as:

  • intelligence gathering and analysis
  • special investigation techniques
  • arrest and detention
  • searches and interviewing methods
  • accountability and investigation security

The course explores not only where human rights issues may arise, but also how upholding human rights can make counter-terrorism investigations more effective. It is based on the OSCE's Manual on Human Rights in Counter-Terrorism Investigations and builds on the foundational course held in Brussels in October 2024.

Participants

The training is intended for mid- to senior-level officers from specialised police departments and other authorities responsible for preventing and countering terrorism.
Participation is by invitation only.

Background

This training is part of ODIHR’s broader work to strengthen the capacity of law enforcement authorities to apply counter-terrorism measures in full compliance with international human rights standards.
