From Lawmaking to Action: Advancing Gender Sensitivity in the Parliament of North Macedonia

ODIHR will, for the first time, deliver a new training curriculum on gender-sensitive lawmaking, developed under the CHANGE project. The workshop will help members of parliament and parliamentary staff use structured methods and practical tools to identify how laws affect different groups in society, promote gender equality, and improve the overall quality and effectiveness of legislation.

Laws affect everyone, but not always equally. Because of differing needs, situations, and structural inequalities, women and men often experience the impact of legislation differently. This workshop will show how to integrate gender considerations into each stage of the lawmaking process to ensure laws are fair, effective, and inclusive.

Participants will also review progress on the Parliament’s Gender Action Plan (2025–2027), developed with support from the CHANGE project and the OSCE Mission to Skopje, and discuss priorities for the coming year.

In addition, ODIHR’s Legislative Support Unit will present key ideas from the publication Guidelines on Democratic Lawmaking for Better Laws, highlighting how democratic principles can be applied throughout the legislative process to strengthen the rule of law and human rights.
