ODIHR Submission for the Call for Inputs: Global Study on the Impact of Counter-Terrorism Measures on Civil Society and Civic Space

While OSCE participating States have recognized the important role of civil society in countering terrorism and preventing violent extremism and radicalization that lead to terrorism (VERLT), counter-terrorism efforts in numerous states have a substantial negative impact on civil society and raise a range of associated human rights concerns.

This submission is a contribution for a global study on the impact of counter-terrorism measures on civil society and civic space conducted by the United Nations Special Rapporteur on the protection and promotion of human rights and fundamental freedoms while countering terrorism. It provides an overview of related concerns based on ODIHR’s publications and tools with a focus on human rights and counter-terrorism, as well as a topical event organized by ODIHR during the Warsaw Human Dimension Conference in October 2022.
