About
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the OSCE Mission to Bosnia and Herzegovina are holding a training workshop on human rights in counter-terrorism investigations on 21 and 22 September 2022 in Sarajevo.
Topics and sessions
The training workshop follows a real-life case scenario of a counter-terrorism investigation and discusses the associated human rights issues. Among other things, participants will look into human rights considerations and safeguards related to intelligence and information gathering and analysis, special investigation techniques, arrest and detention, searches and interviewing techniques. The course also aims to examine how the protection of human rights can increase the effectiveness of counter-terrorism investigations and how investigators can make informed decisions and use information and intelligence responsibly. The training is based on the OSCE/ODIHR practical manual for law enforcement officers, Human Rights in Counter-Terrorism Investigations.
Trainers and participants
The training will be delivered by an ODIHR human rights expert with a former police officer and counter-terrorism expert from the United Kingdom. It will bring together 23 participants, including from the Prosecutor’s Office of Bosnia and Herzegovina, the country’s State Investigative Protection Agency, the Court and the Ministry of Security.

Background and further information
ODIHR has been tasked by OSCE participating States to offer technical assistance and advice on the implementation of anti-terrorism policies in line with international human rights obligations and commitments.
