Protecting Human Rights while Countering Terrorism Effectively: Train-the-Trainer Workshop

As part of its capacity building activities on human rights and counter-terrorism issues, ODIHR will hold, in cooperation with the Office of the OSCE Project Co-ordinator in Uzbekistan (PCUz), a train-the-trainer course for academy trainers from Uzbekistan.

The course will serve to familiarize national trainers with ODIHR’s standard law enforcement training Protecting Human Rights while Countering Terrorism Effectively. In particular, it provides an opportunity for participants to learn about the main content, key principles, practical modalities and methodology of the ODIHR training. The week-long training will include briefing sessions on the training curriculum, an interactive discussion on the training content and methodologies, as well as practice sessions. 

The course aims to equip national trainers to co-deliver ODIHR’s standard human rights and counter-terrorism training to law enforcement officers at future ODIHR and PCUz workshops.

Mandate and background

ODIHR has been tasked by OSCE participating States to offer technical assistance and advice on the implementation of anti-terrorism policies in line with international human rights obligations and commitments. ODIHR provides a comprehensive range of activities in this regard, including in capacity building on human rights and counter-terrorism issues for law enforcement officers.

At present, ODIHR offers in particular two standardized training courses for law enforcement officers involved in counter-terrorism policing:

•          Standard/foundational training: Protecting Human Rights while Countering Terrorism Effectively, which builds on the ODIHR Countering Terrorism, Protecting Human Rights manual;

•          Advanced training: Human Rights in Counter-Terrorism Investigations, developed jointly with the OSCE Secretariat’s Strategic Police Matters Unit, which builds on Human Rights in Counter-Terrorism Investigations: A Practical Manual for Law Enforcement Officers.

ODIHR and PCUz have held several of those training courses in Uzbekistan since 2018 (see an example here).
