About

On 30 March 2021, ODIHR will organise an online launch of its gender-based hate crime factsheet. This publication includes recommendations to national authorities on how to recognize, investigate and report on hate crimes motivated by bias against a person’s gender.

Gender-based hate crimes (GBHC) are a consequence of gender inequalities and disproportionately affect women as well as anyone perceived as not complying with prevailing gender norms..

Why is it important

The OSCE’s Ministerial Council has repeatedly reaffirmed the threat posed by hate crimes to the security of individuals and to social cohesion, as well as their potential to lead to conflict and violence on a wider scale.

Participants

This event will include participation of representatives from:

  • OSCE’s 57 participating States
  • other states outside the OSCE, including its Partners for Co-operation
  • international organisations
  • OSCE field operations
  • civil society
  • academics and human rights institutions

Other parties interested in gender-based hate crimes are also invited to attend.

The event’s working language is English. Interpretation to the Russian and the International Sign Language will be provided.

Background

Gender-based hate crimes often seek to intimidate and suppress ways of life or expressions of identifying that are perceived as not complying with traditional gender norms. They have a significant, long-lasting impact on the victims, and undermine security and social cohesion by perpetuating gender inequalities.
