Background Paper: Countering the Incitement and Recruitment of Foreign Terrorist Fighters: The Human Dimension
This paper has been prepared on the occasion of the 2015 OSCE-wide Counter-Terrorism Expert Conference to highlight the importance of the human dimension in countering the phenomenon of foreign terrorist fighters and potential human rights issues that may arise in this regard. It is not aimed at analyzing the phenomenon itself but rather at stressing key international human rights standards and OSCE commitments that should guide any measure to counter this security challenge with a particular focus on the prevention of incitement and recruitment of foreign terrorist fighters which will be the focus of the event.
