ODIHR Advisory Panel on the Political Participation of Persons with Disabilities, 2026-2030

Convened in 2021 and renewed in 2026, the Advisory Panel on the Political Participation of Persons with Disabilities provides advice, guidance and recommendations to the OSCE ODIHR on matters related to the participation of people with disabilities in political and public life.

The panel currently consists of 11 independent experts from across the OSCE region, appointed after an open call for applications, most of whom self-identify as disabled. Members serve in their personal capacities as experts and do not represent any organization or participating State. 

The Panel advises ODIHR on its work in the area of participation of persons with disabilities in public and political life, including on activities in support of OSCE participating States and on the development of ODIHR knowledge material and tools. 

The date of the upcoming 2026 annual meeting is to be confirmed.

Developed by ODIHR with its Advisory Panel on the Political Participation of Persons with Disabilities, the Recommendations on the Rights of Persons with Disabilities to Participate in Political and Public Life in the OSCE Region also known as the Dublin Recommendations set out practical steps to help people with disabilities take part fully in political and public life.

They are intended for governments, parliaments, lawmakers, political parties and election management bodies across the OSCE region. They turn OSCE commitments into practical action, helping make elections, political institutions and decision-making more accessible, inclusive and representative.
