About the event

The OSCE Office for Democratic Institutions and Human Rights (ODIHR), in co-operation with the Centre for Development and Justice International (CDJI), is organizing a side event on advancing torture prevention across the criminal justice system.

The event is taking place during the OSCE Supplementary Human Dimension Meeting on Preventing Torture and Ill-Treatment: Strengthening Co-operation and Implementation and is held in support of the United Nations International Day in Support of Victims of Torture.

What the event will cover

The discussion will explore practical approaches to preventing torture and ill-treatment, including safeguards from the earliest stages of deprivation of liberty, police investigative interviewing, independent monitoring, accountability, remedies and rehabilitation for victims.

Particular attention will be paid to the protection of women, children and other vulnerable groups in places of deprivation of liberty. Speakers will also discuss human rights-based investigations in line with the Méndez Principles and the PEACE Model.

Background

Torture and ill-treatment are absolutely prohibited under international law. Effective prevention requires strong safeguards, independent oversight and accountability throughout the criminal justice system.

Drawing on experiences from across the OSCE region, the event will highlight the importance of co-operation between state institutions, oversight bodies, law enforcement agencies, National Preventive Mechanisms, civil society organizations and international partners.

The discussion aims to support the implementation of OSCE commitments, the United Nations Convention against Torture, the Optional Protocol to the Convention against Torture, the Méndez Principles and other relevant international human rights standards.
