The annual meeting of the ODIHR Core Group of Experts on Political Parties (the Core Group) will take place on 26 January 2024.
ODIHR established the Core Group in 2011 as a body to advise ODIHR when assisting OSCE participating States in developing and maintaining political party regulations that are in line with OSCE commitments and relevant international and regional standards. The Core Group also assists ODIHR in updating the joint ODIHR – Venice Commission Guidelines on Political Party Regulation. The discussion at the upcoming annual meeting will focus on the Core Group’s mandate and activities following the adoption of the second edition of the Guidelines.
The members of the Core Group are political scientists, former members of parliament and other practitioners with academic positions and practical experience in political party regulation, election observation and legal assistance. Core Group members are invited to contribute to every ODIHR legal opinion on political party legislation. In addition, Core Group members often participate in ODIHR events on issues such as parliamentary integrity, political party finance, etc. The Venice Commission and the Council of Europe's Group of States against Corruption (GRECO) have observer status in the Core Group.
