OSCE PA Vice-President Kimmo Kiljunen addresses international human rights conference

COPENHAGEN, 9 September 2002 - The Organization for Security and Co-operation in Europe Parliamentary Assembly (OSCE PA) Vice-President, Kimmo Kiljunen MP (Finland), addressed the Opening Plenary Session of the OSCE Human Dimension Implementation Meeting this morning in Warsaw.
In his speech, Mr. Kiljunen focused on the problem of trafficking in human beings and emphasized that trafficking is first and foremost a violation of human rights. "Governments", Mr. Kiljunen said, "should consider granting temporary residence permits to victims of trafficking. Such steps would go a long way to ensure that victims of crimes are protected, rather than treated as criminals, as is all too often the case."
Mr. Kiljunen informed the meeting about the Berlin Declaration on confronting terrorism, adopted during the Assembly's 11th Annual Session in Berlin, last July. He furthermore paid attention to the supplementary item on trafficking in human beings, which was also adopted by the Assembly during the Annual Session in Berlin.
