OSCE/ODIHR welcomes the agreement between Albanian parties on implementation of election recommendations

WARSAW, 11 April 2002 - The OSCE Office for Democratic Institutions and Human Rights (ODIHR) welcomes the protocol signed on 5 April by the Chairmen of the Socialist Party and the Democratic Party, Mr. Fatos Nano and Dr. Sali Berisha, concerning the implementation of recommendations made by the ODIHR following last year's parliamentary elections in Albania.
"We welcome this agreement as evidence of substantial progress in the political environment and the readiness of political forces to engage in constructive dialogue", said Ambassador Gérard Stoudmann, Director of the ODIHR. "The signing of the protocol is a very positive step towards implementing the ODIHR's recommendations."
In the protocol brokered by the OSCE Presence in Albania and the Council of Europe, the two party leaders agreed on a series of issues relating to the establishment of a bipartisan parliamentary committee. The committee was suggested by the ODIHR as a means to investigate concerns surrounding the last elections with a view to developing proposals for future reform of the election framework.
"It is now vital that the political will demonstrated by both party chairmen in reaching this agreement continues and leads to the swift establishment of the committee, constructive discussions and improvement of the electoral framework", said Ambassador Stoudmann.
The ODIHR is ready to work with the OSCE Presence in Albania and the Council of Europe to provide assistance to the bipartisan committee once it has been established.
