Topic

The first Supplementary Human Dimension Meeting of 2023 will provide a forum to discuss the principles of media freedom as a central pillar of comprehensive security.

The first session will discuss why media freedom is vital for comprehensive security.

The second session will highlight the role of free media across all three pillars of the OSCE’s comprehensive security framework, encompassing the politico-military, economic and environmental, and human dimension.

The third and final working session will discuss the interlinkage between democracy and media freedom, and the need to ensure the safety of journalists as a precondition for safeguarding democracy.

Participants

Representatives of OSCE participating States, OSCE institutions and executive structures, representatives of inter-governmental organizations, representatives of civil society, media and researchers from the 57 participating States with relevant experience in the topic are encouraged to participate in this SHDM. The Partners for Co-operation are invited to attend and contribute with respect to their co-operation and links with the OSCE in the field.

This meeting will be held in person.

Modalities

The modalities of the meeting are set out in accordance with the decision of the Permanent Council (PC.DEC/476, 23 May 2002).

The meeting will start with the opening session, followed by three working sessions and the closing session.

Interpretation will be provided into the six official OSCE languages: English, French, German, Italian, Russian and Spanish.

Side events

Side events are an opportunity for participants to discuss aspects relevant to the topic of the event which have not been fully covered during the working sessions.
