Bias-Motivated Violence and Armed Conflict: Ensuring the Protection of Civilians

Hate crimes and other forms of bias-motivated violence can drive a wedge between communities, instilling fear among targeted groups and stoking tensions that threaten the security of all. Therefore, an effective hate crime response must form part of States’ conflict prevention and resolution efforts.

Held on the margins of the American Society of International Law (ASIL) Annual Meeting, this roundtable discussion will examine the role and responsibility of states in protecting civilians from bias-motivated violence. The event will provide space for analysing exactly how states address such violence before it escalates to wider conflict. Particular attention will be paid to the specific impact of bias-motivated violence and conflict on women.
