About

 As the population of the OSCE region is ageing, the absolute number of older people deprived of liberty is increasing. Often facing discrimination, forced to navigate systems and infrastructures that are not made for them or adapted to their needs, older people deprived of liberty are vulnerable. This past year, the COVID-19 pandemic has accentuated this reality and given rise to new risks and challenges. Both more vulnerable to the virus and disproportionately affected by pandemic-related restrictions, older people have paid a heavy price.

This year, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Association for the Prevention of Torture (APT) are convening their fourth Regional Meeting on Torture Prevention for National Preventive Mechanisms (NPM) and Civil Society Organisations (CSO) on the topic of ‘Monitoring the situation of older persons deprived of liberty in the context of the COVID-19 pandemic.’  

To launch this meeting and mark World Elder Abuse Awareness Day, APT and ODIHR will host a public webinar to raise awareness about the situation of older people deprived of their liberty. 

The event will take place over several days, as follows:

Working meetings

These closed meetings will be an opportunity for representatives of NPMs and CSOs from the OSCE region to exchange views, learn from each other and work together towards better protection of older people deprived of liberty.  

Background

The Regional Meeting and webinar are part of ODIHR’s ongoing work to assist NPMs and CSOs in their independent monitoring of all places of detention, a key safeguard against torture and other ill-treatment.
