The presidential elections were monitored by two International Election Observation Missions formed by OSCE/ODIHR and Parliamentary Assembly of the Council of Europe (PACE). The OSCE/ODIHR long-term Election Observation Mission (EOM) for the September/October election was established for the period from 2 September to 18 October. The EOM for the December election ran from 11 November to 13 December.
