Needs assessment mission
Municipal Elections, 5 October 2008
Following an invitation from the authorities in Bosnia and Herzegovina to observe the 2008 municipal elections, ODIHR undertook a Needs Assessment Mission (NAM). Although the NAM’s interlocutors expressed the view that international observation could provide a valuable contribution, they also demonstrated a broad confidence in the electoral process. Therefore, given budgetary constraints, the OSCE/ODIHR did not deploy a standard election observation mission.
