Protecting human rights while countering terrorism

Fighting terrorism is only effective when human rights are protected. ODIHR provides legal and policy advice and training that strengthen both security and human rights.

Our work

Counter-terrorism measures that violate human rights make societies less safe. They fuel resentment, weaken trust and cooperation with the people and communities they seek to protect and undermine international cooperation. 

Through expert advice and tailored policy guidance, ODIHR helps states align their counter-terrorism laws and policies with international human rights standards. We also facilitate dialogue between authorities, civil society and the communities most affected, ensuring that measures are fair, transparent and accountable.

A central focus is strengthening the skills of public officials, the police and other security sector actors. ODIHR’s training courses highlight how respect for rights — such as due process, fair trial and freedom from discrimination — protects individuals and improves investigations and public safety.

Training for law enforcement

Respect for human rights in counter-terrorism policing is a precondition for effectively preventing terrorism. 

Failure to respect and protect human rights is one of the root causes of terrorism; human rights-compliant policing is key to any effort to counter this security threat. Respect for human rights is thus the cornerstone of law enforcement efforts to counter terrorism.

Police officers are often on the front line. The way they prevent, investigate and respond to terrorism shapes trust in the state. Training helps them do this well — with clarity, confidence and respect for everyone’s rights.

This is why OSCE participating States asked the OSCE Office for Democratic Institutions and Human Rights to support their efforts. ODIHR provides practical assistance to ensure counter-terrorism work complies with human rights standards.

Tailored courses on protecting human rights while preventing and countering VERLT, e.g., through a community policing approach.
