Our work

Artificial intelligence and new technologies bring new opportunities, but they also carry risks. These tools can influence how people think, limit choices and even intrude into private thoughts.

Freedom of thought is a cornerstone of human rights. It protects each person’s ability to form beliefs, make decisions and imagine new ideas without interference. Today, powerful algorithms, surveillance systems, and new technologies are challenging that space. Without safeguards, they can spread bias, reinforce inequality, and manipulate opinion.

ODIHR works with states, experts and civil society to keep human rights at the centre of technological change. We promote clear safeguards, human oversight and open public debate. We provide guidance, education, and tools to help policymakers, developers, and communities ensure that technology benefits societies and all who live in them.

The OSCE Office for Democratic Institutions and Human Rights offers courses and learning resources to support practitioners and other interested audiences in the OSCE participating States.
