Torture remains one of the gravest human rights violations worldwide, undermining justice, eroding trust, and cause lasting harm to individuals and societies.
ODIHR supports states in preventing torture and other ill-treatment by reviewing laws, monitoring practices, and training officials. The Office also raises awareness of victims’ rights and the obligation to investigate, prosecute, and punish perpetrators.
ODIHR works with states that still have the death penalty to encourage open debate, share international standards, and highlight the growing global trend toward abolition. The Office also assists abolitionist states in safeguarding their commitments.
