Workshop on Inter-Agency Cooperation in Hate Crime Cases

On 16 June 2026, ODIHR, together with the OSCE Mission to Skopje and the Academy for Judges and Public Prosecutors "Pavel Shatev", will organize a workshop on strengthening inter-agency cooperation in hate crime cases in Skopje.

Part of Pathways to Inclusion and Resilience, an ODIHR project funded by Canada, Italy and Finland, the workshop will bring together representatives of the police, public prosecutors' offices and the judiciary to explore ways of improving cooperation in the identification, investigation, prosecution and adjudication of hate crimes.

Responding effectively to hate crimes requires coordinated action across the criminal justice system. While police officers, prosecutors and judges regularly cooperate in criminal cases, hate crimes present specific challenges that require a shared understanding of legal frameworks, investigative requirements and institutional responsibilities.

The event forms part of ODIHR’s efforts to support participating States in building comprehensive criminal justice responses to hate crime. 

By strengthening cooperation among key criminal justice actors, the workshop aims to contribute to more effective investigations and prosecutions, improved victim support and greater public confidence in the justice system.

Inclusive and resilient societies do not emerge by chance.

They depend on people being able to engage across differences, learn from one another and feel safe in their communities.

Dialogue helps build understanding across differences. Education equips people with the knowledge and skills to live together respectfully. Effective responses to hate crime help protect individuals and communities while strengthening trust in public institutions.

This is the purpose of Pathways to Inclusion and Resilience.
