Hate crime data collection is the first step in efforts to develop a targeted response to hate crime and deliver specialized support for hate crime victims. A robust national hate crime response system requires criminal justice agencies to work together to record and collect comprehensive, accurate and reliable hate crime data, disaggregated by bias motivation. 

During the workshop, representatives of the Czech Republic’s National Police, Public Prosecutor’s Office, Ministry of Justice, Ministry of the Interior and Government Office will work alongside ODIHR and FRA experts to review the current recording and data collection framework, identify gaps, discuss potential solutions and propose steps for improvement. 

This event will draw on the Czech Republic’s newly adopted strategic recommendations to combat hate crime and hate speech as well as the recent amendments to the hate crime legislation. Through interactive exercises and small-group activities, the workshop will ensure the accurate recording of hate crimes to produce high quality hate crime data, while raising awareness of the impact of hate crimes on individuals, communities and society.

Background

Through its practical tools and tailored programmes, ODIHR supports OSCE participating States in building and strengthening the capacities of national institutions and other structures to collect data on hate crime.

The EU Agency for Fundamental Rights (FRA) supports EU efforts to address hate crime and hate speech through research and expertise, building on the work of the Working group on hate crime reporting, recording and data collection under the EU High Level Group on combating hate speech and hate crime.
