ODIHR helps to protect the rights of migrants and refugees, ensuring dignity at borders and building fair societies that work to the benefit of every individual.

Our work

Safeguarding the rights of migrants and refugees is essential for peaceful, cohesive societies. ODIHR supports participating States in meeting their commitments while working with civil society and local communities to strengthen protection for migrants and refugees.

ODIHR works with authorities to promote migration management that is human rights-compliant.  We train human rights defenders working at international borders to monitor human rights violations, and advocate for safeguards to ensure tools such as biometrics or AI are used responsibly.

Integration is also key. ODIHR supports national and local authorities and NGOs in designing sustainable policies, helping communities become more inclusive and resilient. ODIHR also works with diasporas, recognizing their important role in post-conflict recovery and democratic development.

Learning, training and education

Strengthening competence

The OSCE Office for Democratic Institutions and Human Rights offers courses and learning resources to support practitioners and other interested audiences in the OSCE participating States.
